How is the RVO calculated?
The EPA sets annual percentage standards for each RIN category and applies them to an Obligated Party's reported volume of gasoline and diesel production or imports, producing a specific RVO target in each category (D3, D4, D5, D6, D7).
What are the different RVO categories?
An Obligated Party's overall RVO is broken into sub-obligations for cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel. Some categories are nested within others, so RINs that satisfy an advanced biofuel obligation, for example, can also count toward the total renewable fuel obligation.
When must an Obligated Party meet its RVO?
Obligated Parties report their RVO compliance annually to the EPA, though many manage RIN positions and retirements throughout the year to avoid a scramble at deadline and to manage exposure to RIN price volatility.
What happens if the RVO isn't met?
Failing to retire sufficient RINs to cover the RVO puts an Obligated Party out of compliance with the RFS, exposing it to EPA enforcement and financial penalties, which is why accurate, continuously updated RIN records matter.
